Valderrama, behind Pumper S.A. businesses
Legislator Adolfo "Beby" Valderrama would have become the promoter of various businesses in the administration of Juan Carlos Varela, beyond of his links with the Coremusa company.

Legislator Adolfo "Beby" Valderrama would have become the promoter of various businesses in the administration of Juan Carlos Varela, beyond of his links with the Coremusa company.
Two of these alternate business would be linked to substantial contracts with the State for the collection and incineration of waste from public hospitals throughout the country and the drug seized by national security entities.
This is how it has been since the Varela Administration started, Pumper S.A. has been granted with these two businesses under the cloak of confidentiality using the principle of State security and health emergency.
Pumper S.A. broke through immediately in the Varela Administration through seven direct contracts with the programme of national assistance (PAN), under the responsibility of Rafael Stanziola, for the collection and incineration of waste in public hospitals under the supervision of the Ministry of Health.
The first contract was awarded by PAN to Pumper S.A. on October 9, 2014 for the collection and incineration of hazardous wastes from Nicolás Solano Hospital in La Chorrera at a cost of 468 thousand 666 dollars, nearly half a million dollars.
But the doors were opened for Pumper S.A. on November 24, 2014. That day, the company, which would have legislator "Beby" Valderrama as its sponsor, received six contracts of almost half a million dollars each, all of them directly through the mechanism of the former PAN.
Contracts, each for 462 thousand 240 dollars, came on behalf of the San Miguel Arcángel Hospital, the Oncological, 24 de December 24, Santo Tomás, Children's Hospital and again Nicolás Solano Hospital, revealed a report by the PAN. All these contracts total more than $3 million, just in the first six months of the Varela Administration.
Pumper S.A. is also linked to the contract of incineration of drugs seized by the national security entities, official sources confirmed. For this operation, the company used an incinerator which got assembled in the city of Aguadulce, Coclé.
The amount of this contract for the incineration of drugs seized is unknown since the Government approved it under the concept of security of the state.
Legislator "Beby" Valderrama is also known as the person who placed Eladio Guardia as the head of the authority of urban cleanliness (AAUD) which could have also allowed him to control several contracts in this entity.
A report revealed that the AAUD has executed purchases that exceed 52 million dollars in truck compactors and spare parts, based on official documents.
All these purchases from the authority of urban cleanliness were structured under the concept of abbreviated tender and agreement, and were in the hands of five companies, which arouses suspicions within the country's political sector.
Both the abbreviated tender and the framework agreement purchase are mechanisms that allow to benefit specific companies or suppliers, reveal experts in public procurement.
The denunciation of these alleged irregularities have already been presented in the plenary of the National Assembly.
Opposition Legislator Zulay Rodríguez revealed that behind these million-dollar purchases there is a dirty business going on involving government officials.
"Imagine that I just got framework agreement 2016-1-27-0-99-LM-001371 that granted a direct tender to five companies that I will identify later here in plenary, which are dirty business not only the property of Mr. Eladio's, but one of his best friend´s, “Matraqueador number 2”. '" "The Matraqueador' is keeping 35 million dollars through the authority of urban cleanliness", reported Legislator Rodriguez in August last year.
The framework agreement referred to by Rodriguez was approved on 30 June last year under the previous law 22 of public procurement. Thus $ 35 million was approved for the purchase of trash compactors to be distributed only among five companies at the authority of urban cleanliness.
The companies favored in this Convention framework and to which is dealt them 35 million of dollars are: Consortium Mantenequipos S.A., technical Universal of Panama S.A., group stiff, automotive Autostar S.A. and F. Icaza and Cia. S.A.
Two of these companies had already received direct contracts from the authority of urban cleanliness in 2015. For example, Consortium Mantenequipos received three direct purchase orders las year that amounted to more than 11 million dollar through special processes such as the abbreviated tender.
Meanwhile, Tiesa, by the same means, the abbreviated tender, received another contract from the authority of urban cleanliness for 5.4 million dollars. A similar case is a purchase from the company Partes Diésel for 962 thousand 326 dollars.
