An administrative complaint against the third judge of Criminal Circuit of Panama, Alina Hubiedo, was filed for allegedly having delayed the proceedings of an appeal to the ruling that denied bail for release in favor of young businessman Mayer Mizrachi .
Silvio Guerra, Mizrachi's lawyer , based its complaint on the alleged existence of violations of the Judicial Code of the judge in question, noting that this legislation obliges judges to subside so ipso facto (immediately) to the higher court, the related appeals for bail.
The judge reportedly refused bail release against Mizrachi, who remains detained in Colombia, after an indictment against him for investigation of a contract with the Authority for Government Innovation (AIG).
Guerra, in its complaint, talk about inconsistencies, as the judge to resolve in the first instance, the decision to deny bail, did the same day he was brought on appeal, on 30 December, although, now speaks to take five working days to submit the case to the Second Superior Court, which must decide the appeal.
The lawyer has questioned how the capture of this entrepreneur, even though it was always ready to fulfill the contract was given.
