Transparency International's request the expulsion of Ricardo Martinelli from the Central American Parliament (PARLACEN) and that is not possible, said Dorindo Cortez, Panamanian deputy who is part of this international organization.
Cortez, president of the Central American Parliament, said there is not this figure to expel a member of the body in the Treaty that created this international entity integration of Central American countries.
He stressed that neither the president nor the board or Parlacen plenary Martinelli can expel the body.
He explained that the seat of Martinelli, as well as other exmandatarios, is secured by the Treaty of the body.
He said the only way the president Martinelli leave the Parlacen is by choice, that is, that the former president would decide not to mentioned body.
Former president Martinelli, in a letter revealed that Transparency International has a hidden agenda and for this reason, the group has issued this report against him.
Martinelli said that more than 40% of the data supporting the Transparency International report that is appropriate emerging information comes from two media, the Press and TVN, related to the government of the day.
He argued that this direct relationship of the newspaper La Prensa of Panama with Chapter attached to the program adds Transparency International.
In parallel, the Secretary-General of the opposition party Democratic Change (CD), Romulo Roux, he said that in the case of Martinelli, must be respected due process and do justice, not vengeance as in this moment.
"The government must focus on solving the country's problems, instead of" prosecute "the government's agenda," he complained.
For lawyer and former Solicitor General Rogelio Cruz, it's all about putting pressure and mortifying, being a procedural war in which psychological phase is important.
Cruz says that many people are tired of the chase, and these agencies try to "feed the fire and put him wood to the stove; no more no less".
In this regard, Sydney Sitton, a lawyer and member of the defense of former President Ricardo Martinelli said that the action of Transparency International unviable because it undermines the international public order.
"No NGO or private organization has legitimacy to request, based on the Vienna Convention and the Treaty of Parlacen, (raise) the court that shelters," said Sitton, stating that it would like to ask the OAS or the UN remove them immunity to its members, "it is absurd, ridiculous."
