Evidence confirms file tampering

Officials subjected to threat, false testimony and even engineers without a license were used at the beginning of this Government to put together reports and files at the Public Prosecutor´s Office and other entities, such as the Electoral Prosecutor´s Office.

Even official sources maintain that the Security Council itself would have participated in the tampering of these files, with the help of so-called witnesses or officials, who were being pressured to make some kind of statement against public servants of the former administration.

But, with the processing of these cases, evidence of the tampering of the audits, which contain false statements and evidences, among other irregularities, have emerged.

Even so, the Public Prosecutor's Office maintains precautionary measures against several investigated cases which have shown that they were instructed to report irregular or false information.

One of these cases relates to the Hospital City.

Juan Ferrer, head of the office for the Coordination of Infrastructure of the Hospital City, signed a report on April 28, 2015 on the dimensions of the work and its costs, claiming to be a civil engineer.

However, on January 6, 2016, the technical Board of Architecture and Engineering reported that this person is not registered in their files of qualified professionals.

File tampering has also been reported in the audits of the case of the helicopter rentals, Finmeccanica and the purchase of grains.

At the Electoral Prosecutor’s Office there is also another complaint based on a report containing false testimonies from officials forced to declare in order to maintain their work.

Martha Belén Mesa declared on 13 May, 2016, before the First Electoral Prosecutor, Diego Velázquez, who was pressured to declare against the former head of Ampyme Giselle Burillo.

"I remember that Mr. Abrego called me into his office and told me that in order to help me stay at Ampyme, I would need to speak badly of Giselle Burillo, and made me sign a paper that I didn´t bother read, I don't know what it read; that if I signed that paper, he was going to allow me to keep working there, and that´s why I signed the paper, knowing that I did not know what it said, since I was in need and didn't want to lose my job," said Mesa.

The Ampyme official added: "what this report reads is a lie; Mrs. Giselle never forced me to engage in any political endeavors, none of that. The day on which this report was prepared, Mr. Abrego called me to tell me that I should speak, and maintain things against Mrs. Giselle so that I could keep my work in the institution and asked me to sign that paper, which I don´t know what it was, since I only studied up to the sixth grade and that had some terms that I did not understand at all".
