Jose Mulino: 'I knew it was all a hoax of Varela'

The defense of former Security Minister Jose Raul Mulino, today requested a certified copy of the agreement between the Panamanian government and Italian company Finmeccanica, to use as evidence to apply for release before the court that has this case.

"How can I go prosecuted and detained because I signed in due form, the contract on which the object has already negotiated based on an agreement that recognizes that there was no crime," questioned Mulino.

The former official and lawyer also said there is a principle in law that says that the accessory runs the fate of the principal, figure that in his opinion, in the process followed against them, run with the same fate.

"It has just the case, the accessory (my case) follows the fortunes of the principal (the case to the Third Chamber based on misuse of power), and ceases to exist the contract and everything else," he added.

Mulino's words are given in the letter number 18 every Monday reports by social networks, as a symbol of a week under arrest.

In this letter, entitled "The Truth About Lies" he notes that with the announcement of the signing of the agreement last week by President Juan Carlos Varela, shows that came the moment of truth.

He also said that with this agreement the government took out "the table" fiscal third-corruption, Zuleyka Moore, who instructed this case on the basis of newspaper clippings.
"I knew it was all a hoax Varela," Mulino said, calling his case as a manipulation directed from the government.

Radars

He said the decision to keep running the seven radars already installed, shows that his detention is unjustified.

He explained that he had put in prison without evidence that the radars were not working, as in Panama, according to officials confirmed Naval Air Service (Senan), no experts in these teams.

In addition, payment of 68 million dollars that this government disbursed the company Selex, a subsidiary of Finmeccanica adds.

In the agreement, the Government will not recover the money paid, which the ambassador of Panama in Italy, Fernando Berguido said is 75% of the total contract amount.

¿Savings?

The Berguido ambassador said the government recovers 100 million. One of these lines is a credit, according to Mulino, not explained whether refundable or not.

Double jeopardy

JJose Raul Mulino recalls that when he went to his statement warned the prosecutor that his case was a fact of double jeopardy, because there was already a decision of the Supreme Court absolves him, finding no crime in the contract that Panama he signed with Finmeccanica.
