Angry and with swashbuckling, Minister of the Presidency, Alvaro Aleman, came out last Thursday to defend the purchase of the bulldozers from the Ministry of Housing and Land Management (Miviot), through the National Assistance Program (PAN) which states that could be division of matter and favoritism in contracts by invitation to a specific company and linked to the government.

German took his anger against all that he could and even repulsed the Comptroller himself, Federico Humbert, whom he blamed for making political and not legal decisions in this case that division or fractionation Shopping matter is investigated.

The  minister Aleman also pointed anti-corruption czar, Angelica Maytín; civil society groups calling for the closure of the old PAN, now Welfare Administration (DAS); La Prensa; Ricardo Martinelli and media publishing group Epasa.

"The PAN is exempt from the subject matter of division" Aleman emphatically reiterated last week while attacking all he could think of, especially the comptroller Humbert for refusing to endorse the agreement backhoes. Aleman based his defense on the machines were purchased at a good price, but did not go into detail how contracts were all in the hands of a company of relatives and friends.

But four days later, it is known that behind the anger Minister Aleman is hidden an economic interests today are revealed, and where the key is again the company favored with direct purchase and by invitation of the bulldozers and construction tools: Airco SA

It was learned that not only belongs to Airco Pedro "Peter" Vallarino, a personal friend of President Juan Carlos Varela; but the company as general manager Ricardo "Ricky" Mouynes Kisswetter, who is married to Stephanie Aleman, daughter of Alvaro German. That is, there is a direct link between the minister of the presidency and general manager of Airco, Ricardo "Ricky" Mouynes Kisswetter, who is his son.

But the links with business millionaire backhoes Ceiling of Hope program is narrower.

Since starting Varela administration, Mouynes is directly responsible for the relations with the government, a conflict of interest that was hidden, as the old PAN is under the umbrella of the Ministry of the Presidency.

Even the minister is the chairman of the board of the PAN, the same as approved by insistence contract backhoes, after the Comptroller Federico Humbert refused endorsement.

However, so far the prosecution, under pressure from public opinion, has just announced that it opened an investigation into alleged corruption against the director of PAN, Rafael Stanziola, and Housing Minister Mario Etchelecu.

PAN managers have not been mentioned, although it is the insistence that signed direct contracts with Airco, although the Comptroller returned without endorsing it.

The  minister Aleman's son and Airco CEO has other ties to the current government.

The family of Ricardo "Ricky" Mouynes Kisswetter who is directly related to the business of Stanley Motta, the largest donor of Varela presidential campaign.

Ricardo Mouynes Mouynes son Osvaldo, who served as general manager of the former Banco Continental and where the largest shareholder was Stanley Motta. Currently, the brother of  Airco manager Luis Mouynes is the general manager of TVN Media, another business controlled by Motta.

In an effort to defend the PAN shopping for the company that manages his son, Aleman also launched attacks against private competitors of Airco SA . Aleman said the purchase of the bulldozers was invited several companies to list, but all were awarded to Airco SA to offer the best price.

This contradicts the pronouncement of a group of distributors of heavy equipment that have denounced the PAN and Miviot have not allowed them to compete for favoritism that exists with Airco and Fiorazio.

The complaint was filed in a statement signed by the companies Cardoze & Lindo, F. Icaza, Copama, Grupo Tiesa, Comercial de Motores and others. Only in 2015, the PAN 20 contracts awarded by invitation Airco for the supply of machinery, tools and building materials led to the ceilings of Hope program that takes the Miviot.

 Ricardo Mouynes (r.) , Airco manager .

Manufacturers of construction platforms also claimed an alleged favoritism in favor of Royal Construction Company, having been benefited with a contract for 10 million dollars.

Etchelecu was forced to stop bidding for a second purchase of building platforms for 20 million dollars, then these companies argued that the statement of objections included specifications that allowed only participate company: Royal Construction.

However, during 2015, he continued to buy part Miviot platforms through the PAN. The report of this entity uncovered other purchases by $ 1.1 million on these platforms built to the same company, Royal Construction.
