Irregularities in contract Consalud

Abnormalities in the Ministry of Health (Minsa) continue revealing possible violations of procurement law.

This time it was an abbreviated purchase tender, the National Coordinator of Health (Consalud), in which the use of state resources is governed by more flexible on behalf of the medical needs of the people regulations.

That is why Minsa had diverted large contracts to Consalud, a semi-state body represented by the Minsa and Social Security Fund (CSS).

Consalud function was to attend and buy emergency supplies of drugs in public hospitals such as St. Michael and St. Thomas, but this has been disproved. Now all purchases and procurement of services sent to Consalud to evade regular procedures of procurements in the state.

This allows authorities to have direct influence on purchases and contracts, as was the case of the abbreviated tender No. 2015-2-14-408-08-LA-000248 for the purchase of four units of air conditioners for the Hospital San Miguel Archangel. The call was attended by three companies: Industrial Technology S.A .; Integrated Engineering Services S.A. and Accidental Halfesa-Delta Association Electromechanical Services S.A. All had the same economic data, $89,452, although the official price was estimated $94,160.

It is exact figures, so experts contend that public tenders in most of these exceptional cases there may be leak.

The event will be determined after the technical evaluations, there was a tie between the proposals of Industrial Technology S.A. and Accidental Halfesa-Delta Association Electromechanical Services S.A.

To choose one of the two offers, an act of random tiebreaker was performed in which the company declared winner Industrial Technology S.A.

Once awarded the purchase in the second act, Mateo Card, head of the Procurement Unit Consalud, he resigned to go to work at Halfesa.
