The Comptroller General of the Republic, Federico Humbert, said yesterday that behind purchases deflected bye the Ministry of Housing and Land Management (Miviot) to National Assistance Program (PAN) is the division of matter, but said nothing about favoritism towards certain companies.

Humbert, in an interview with journalist Alvaro Alvarado, said that it is an administrative offense within the PAN, which involves the board, in the case of the purchase of machinery, contracts that were rejected in the first instance by the Comptroller and then approved by insistence.

Humbert said that from the beginning rejected these contracts, but insistence upon approval by the board of the PAN, the Comptroller and has no responsibility for them.

"I understood that the Antai has opened a process for this case," said Comptroller, who also tried to untie the Miviot minister, Mario Etchelecu, arguing that it is a problem of form and not price.

Humbert did not come to discuss favoritism in the PAN with companies like Airco SA, Productos Superiores, TLK Import & Export, Royal Construction, Transisa, Auto Partes La Competencia, among others.

Airco belongs to Pedro Vallarino, friend of President Juan Carlos Varela, while Autoparts Competition keeps links with Etchelecu. The comptroller also explained that Etchelecu and PAN director, Rafael Stanziola, had the option of using Law 22, as required by Article 33 of the law that created the institution of social assistance.

"The Executive Director may order that certain contracts conform to the procurement procedure established by Law 22 of 2006, provided it does not involve hiring of obvious urgency?" states the law of the PAN.

Etchelecu went yesterday to the Public Ministry to know about starting investigations about shoppings on the Ceilings of Hope program in the PAN.

As comptroller, the minister avoided talking about the beneficiary companies and its links with the government. He also split with the indictment division of matter in hiring arguing that this is an issue that touches clarify the director of PAN.

Complaints

Etchelecu has received complaints from two economic groups in the country: the construction platform manufacturers and distributors of heavy machinery.

Distribution companies of heavy machinery and equipment like Cardoze & Lindo, F. Icaza, Copama, Grupo Tiesa, Comerciales de Motores and others warned of favoritism in purchases on the Miviot over  Airco and Fiorazio of Panama.

A report revealed that the PAN or favorite company that excels in the direct purchases of this institution is Airco S.A .Only in 2015, the PAN 20 contracts awarded by invitation Airco for the supply of machinery, tools and building materials led to the Ceilings of Hope program.

Between October and December 2014, Etchelecu also awarded Airco, through the PAN, 11 contracts for $1.8 million, according to an official report obtained by this means.

Of these, only the December 9, 2014, the Miviot awarded, through its agreement with the PAN, five contracts to Airco SA for the supply of backhoes. One was for $217,010, and three per $147,569 each.

Manufacturers of construction platforms also called on the Miviot for alleged favoritism towards Royal Construction Company, having been benefited with a contract for 10 million dollars.

Etchelecu was forced to stop bidding for a second purchase of building platforms for 20 million dollars, then these companies argued that the statement of objections included specifications that allowed only participate company: Royal Construction. In 2015, the Miviot platforms continued to buy through the PAN.

The report reveals the close relationship between the PAN and Miviot
