The Panama Canal Authority hoped that this week, Grupo Unidos por el Canal (GUPC) submit the plan to end the third set of locks, however, by the lack of response, it seems that the consortium still has not drawn the final route of the expansion.
According to sources of the Canal organization, have not yet received any proposal from the contractor, however, repair the leaks still going on.
In December, the consortium said it could be a six-month delay because the ACP had not undergone some payments.
However, the Canal Administrator Jorge Quijano, told the National Assembly that are not in arrears. Both positions show the friction between the ACP and GUPC, generated situation, according to experts, the lack of technical and financial capabilities of the contractor.
